#Democracy 3 crashes on new game windows 7

I have not installed any mods, I have tried verifying files using the steam client, uninstalling and reinstalling, launching without dlc installed, deleting the democracy 3 folder in the documents folder and nothing has helped so far.
I have googled, but haven't found any real way to get around the crash. I just purchased democracy 3 (with three expansions) and each time I launch the game, go to new game and select my starting rules the game crashes after it starts loading the new game.
